You cannot pick up a job quest unless another combat job is already at the listed level.
Example: to unlock Dancer, a combat job other than Dancer has to be level 60 or above.
Dark Knight, Astrologian, Machinist and Blue Mage additionally require any combat job to be level 50 or above.
